I think 16 to 18 teams are well enough for Japan. 24 might be too many.

You probably just need to get a team in each of Niigata, Okinawa, Shinkoku, and Shizuoka.

If you want, two more go to Okayama and Kumamoto so both Fukuoka and Hiroshima get some local rivalries.

There are already lots of teams in Tokyo.

Team identities can stay, just need to move them to new cities.
