I already used Matsuyama and Kobe as two expansion teams in my original *** saves.

I think Kansai and Kanto can have two separate sub leagues. Historically, two regions are fighting for power, with Kyoto being the center of everything.

Kanto - Tokyo, Saitama, Yokohama, Nagoya, Chiba

Kansai - Osaka, Kobe, Fukuoka, Hiroshima, Mastuyama (technically Kansai or west of Kyoto)

The problem are Sendai and Sapporo being too far away from everyone else.
