Yay questions like these are my favorites.

Alright so let's take it one at a time. The very low to very low indicates (usually) the importance the coach/personnel has in that field.

So:
1-Drafting. This is the importance a personnel/coach will have on focusing and using the draft to improve the quality of the team. This can mean that if they have control over the draft budget they will put more into that than other parts. They may also be more focused on scouting draft players and pushing drafted players to the majors and keeping them in their system.

2-Same thing for International Amatuer FA. This allows you to see how important this part of organization development is to the personnel/coach. If it's high they'll be more often prioritizing the budget to retain as much as possible for this and will use that more than other parts to improve the team. Lower means less budget and less of an urge to go after players on the IFA list.

3-So this is part of the same range under budget preferences. So this is how targeted the personnel will be with your development budget. If they're low on this they won't push much money into player development and may be more inclined to use trading and free agency to acquire better talent.

4-Same thing as the others. This controls the set scouting budget and how likely the personnel will use the scouting budget to try and improve the team. This is much more general since scouting gives you peaks at all players in the league so I would highly recommend your GM having very high scouting preference if you have control over who is your GM.
