DFA is needed when you're removing someone with a major league contract, regardless if they are currently in the majors or not. If it's a minor leaguer who's never been promoted and still has a minor league contract, waivers should do the trick just fine. But iirc OOTP struggles with spring training sometimes and will elevate players contracts sometimes when it shouldn't.
