Yes, but it requires some manipulation of csv files. In short, you'd need to modify the teams.csv file so instances of the Oakland A's are replaced with Kansas City. Then...
a) If you are playing with historical minors and want the A's farm system to have the same affiliations as real life, there would be add'l mods needed to the milbteams.csv file...
or
b) If you are not playing with historical minors and want MLB rookies to import to their historically-correct team - including, in your case - Oakland A's players to import to your KC team - then you'd need to also edit the teams.csv file to where the teamid field shows OAK (rather than whatever abbreviation for KC)...
Note: I'm not 100% sure on the field name in b) above. It's been awhile since I've done something like this... And you'd also want to either manually each year, or via teams.csv file, edit the ballpark name (IOW, you probably don't want your KC A's team playing in Oakland-Alameda Coliseum...)
Also, and you're probably aware of this... you'll need to make some add'l modification so you don't end up with two KC teams in 1969, when the Royals appear.
