You are correct. Abusing the stolen base rewards is probably the #1 thing these guys do. A team that carries Abrams, Bell and Charleston in the low levels and stays there will make obscene amounts of PP.
And that was basically my point about the tanking - the method you described (which I would never personally use, btw, I want to win a PL championship so tanking has never come into play for me) is far more efficient compared to any tanking that could occur for the Championship card rewards if they had them. And you couldn't do both (tank in the low divisions for massive points while winning the championship rewards in the higher leagues).
