There would be no reason NOT to share such a mod. It would have zero credibility with me until it was shared and I could run it myself.
Devil's Advocate - Should be super easy for the commisioner to prove the screenshots fake if he does not have access to a Commish account. It would be incredibly unlikely someone could replicate the engine ratings exactly even given 100% scouting as many of them are 1-250 or so.
If he is not showing the player editior in his screenshots... and is just using stuff from in game... then he is certainly just full of it.
