Same Issue, but on PC
I've also been having this issue for about a month now. Built up a habit of logging out and then back in, but just have had too many instances of lost lineup changes because I didn't realize the simulation started due to of the lack of a popup prompt to download.
Not sure what changed, and again this is on PC and even persisted when I switched from the Steam version to a fresh install from OOTP Developments directly. Very strange and frustrating.
