It's going to boil down to a combination of four main factors:

1) Increase BABIP

2) Increase HR

3) Increase BB

4) Decrease K

All of these things are easily tweaked in league settings:

Game > Game Settings > League Settings > Stats and AI (left hand side)

EDIT: Note that there will be a compounding effect. If you increase BABIP and decrease K, then you're going to wind up increasing offense quite a bit more than if you just did one factor or another.
