I have toned down the offense myself, and I find that OOTP games are much more enjoyable to watch. I like games that are 3-1 or 5-4 because the games are much closer and more intense. I know that I could ask these questions on the discussion forum, and there are many topics on base stealing already, but most of the responses and advice given is too statistically complicated for me to understand.

You really should try to get help from people like actionjackson or Sweed... they are nice and helpful guys and they know this game well.
Send them a PM and see if they will help you design you league.
As far as stats in your game... it is just a long trial-and-error procedure... I have made minor adjustments over my 76 seasons... Periodically, I change some settings to get it back where I want... stolen bases, passed balls and fielding average have always been a problem.
I don't think you cannot take my settings for stolen bases and put them into your league.. each league is different... my current settings have increased the number of SB attempts per season, but it took several adjustments over several seasons to get there... about 70% of my SB attempts are successful during the season... in the postseason it depends on the quality of the catchers' arms... teams don't run on the the good catchers with an arm rating of 75 and higher... but they run catchers with 50 and 60 ratings ragged.
Here is what I suggest... setup a test league with the number of teams you like to have... pick a season in history with the stats you like as far as team BA, HRs, ERAs and Fielding Percentage.
Go to Baseball-Reference and look at the league stats for each season... find the season that best matches the league stats you want.
Quickly sim 10 seasons and see what stats you get.compared to what you want... make adjustments in the League Modifiers and Position Modifiers.
I use the League Modifiers to adjust the offense... the Position Modifiers to get my league fielding average where I want it to be.... which is around .975 FA.
Then run 10 more seasons and see what you come up with after making adjustments.
Make sure you read the manual before you start changes the League Modifiers and Position Modifiers... sometimes you lower settings to raise them... sometimes you raise them to raise them.
Go to your Mods thread... I will communicate with you there... I can post screenshots there... don't know how to do it here in the PM section.
I just noticed that I am getting too many stolen bases overall in my league... I like the league leader to have 70 per year with the possibility of someone getting near 100... might have make some adjustments at the end of this season.
