I would like to expound upon this a bit. In this proposed feature, you could basically give any member of your staff a "pool" of players (without actually making transactions) and then receive feedback on how the staff member would use them in a configured lineup/depth chart/starting rotation/bullpen. This is done now from the manager profile page, except the player must be in your organization. I am proposing a way to do this with any player, or group of players you would like.
So basically I am feeding the staff member (manager, bench coach or whomever) a fictitious group of players that I may be thinking of signing or trading for (or drafting) and receiving feedback on how the staff member would play the team in terms of depth, lineup, rotation, bullpen roles etc...
This way, as the GM, I have much better feedback from staff about what players they may like, or how they intend to utilize player personnel. To me, this is the kind of communication we should be implementing in OOTP. Not, the kind of gamey stuff that you might find elsewhere.
This has a couple of advantages:
1. I can get a good idea of how staff members will utilize players (and if I even agree with them) without having to waster roster transactions such as option years, or optioning players too many times in a season. (hopefully we will get a minimum number of days a player must remained optioned for in OOTP 24).
2. It will not anger players, or affect morale in any way. It will also give you (the GM) a great overview of your organization and allow you to plan for the future accordingly.
I would propose this be a main feature under the Front Office > Player Development area. It could be called an "organizational planner, and should also be accessible from the sample lineup area of staff members'.
