Yeah, that adjustment period shouldn't be applied in that situation, we'll have to add an exemption for it.
It won't be possible to reassign the loaned players, though, since they can only be moved by the team that has control of their contract. There's just no way in the game to add a loan on top of another loan.
Agreed on the transfer value for loaned players, we'll adjust that.
