It is kinda broke as well. As if you load all leagues an indy team making a 25k offer per year counts to the player/agent as a major league deal even if your minor league deal is for 20x that amount.
there has been so many times I am improving my minor leagues and the player signs a 15k deal to some tiny indy league then I just buy him out from the league.
A minor league MLB deal is always better then an american indy deal. I could see if japan or korea comes knocking for a pro deal. But 15k usa indy deal over a minor league. not never
