I think what fredbeene is asking is a question much more basic than the answers he has been given.

If I understand you correctly you want to know how many PIMs a player accumulates when assigned a 2 minute minor and the opposition scores 10 seconds into their power play?

The answer is 2 minutes. If you are assessed a 2 minute penalty or a 5 minute major, it counts as 2 minutes or 5 minutes regardless of how much time you actually serve. Think of it for individual players as penalty minutes assessed rather than necessarily served.

For team power play and penalty killing time it is the reverse. In your example above team 1 is credited with only 10 seconds of power play time not 2 minutes because they only were on the power play for 10 seconds. They also get a 1for 1 on power play conversions that result in goals. Same for team 2 they only get credit for 10 seconds of short handed time.

So players PIM stats are on time assessed while team special teams totals are based on actual time on power play and short handed.
