There have been only four instances since the advent of the 162-game schedule, and excluding strike action seasons, where the combined regular-season wins total for the World Series contestants was even lower than that.
2014: 177 - Giants and Royals were both wild cards. Now, it didn't make for a bad World Series at all, just listing things.
2006: 178 - Cards had an abnormally low 83 wins
1997: 178 - the Marlins were a wild card but actually had a better record than Cleveland
1973: 176 - the entire NL East was basically .500 and the 82-win Mets stumbled through to the World Series
