I am fairly certain I've seen overalls change when I rescout players, so it's not something as simple as "overall is always displayed in real time and you don't need to scout".

I have a theory as to what's going on, but I'm not confident in it. Your last scouting was before the season, and your current date is in the season. I think the scaling of the overall scores, i.e. the calculation of how much underlying stat you need to get a 50 overall, is based on the overall stats of the players in the league and recalculated periodically. So there may have been a recalculation of the standard of MLB between the time you scouted him and the time you noticed his overall had gone up. The start of the season would be a natural time to do this. So your scout's opinion of the player hasn't changed, since he hasn't been rescouted, but his overall opinion of the league has worsened, and this makes the player look relatively better in comparison, resulting in a higher overall.
