Is it set globally from the stats and ai page? If it is just on the team pitching page the ai will ignore it I have found. I know the feature does work. I have spent more hours than I can count working with the feature to create accurate 19th century pitcher usage in terms of starts and innings. (It is possible!)
If it is set globally, my guess is that you are using modern day settings that may not give the pitchers enough stamina for the teams to actually employ the strategy. That is just a guess though. I really don't test modern day settings but I wanted to at least share what I knew.
