Pinch-hitter Nick Shaw drew a walk from Turtles closer Jose Patricio to open the bottom of the ninth.
He was eliminated when Ryan Wibbenmeyer hit into a force play.
But Mark Herman kept things going with a double, putting runners at second and third.
Rookie Carlos Martines was given an intentional walk to load the bases.
Patricio struck out Josh Hurley for the second out.
Mark Waterson, however, drew a walk on a 3-2 pitch to tie the game.
Joe Bien untied it doubling to right field on a 1-2 pitch to score Herman with the winning run.
Down 1-0, L.A. had taken control with three runs in the top of the fifth off River Walkers starter Mike Harney.

Antonio Cruiz (1-0) finished the eighth and added a silent ninth to earn his first win.
