Sure, I can walk you through the process of creating an association between leagues, or even adding leagues, for your dynasty, as well, jg2977. While I don't yet have 23, but am only up to 22, I think the process of doing so in 23 isn't that much different, if at all, from the league and/or association creation process in prior versions of OOTP, of course.
The tab you'll want to click on after you load your game is the Game tab. That should then allow you to go to Game Settings or Create League Association, for instance, among other possible options under that tab. You can then click on the options you choose to click on, and go from there as you can and want.
Game Settings will take you to a screen for Global Settings and all. At the top right, you will see Global Actions, with a pulldown menu. That pulldown menu will give you four options to choose from, if and when you so choose. And you can go from there as the need or desire or inclination then strikes you, of course.
As for Associations, if you don't have one yet in your game, Create League Association shouldn't be grayed out. If you do, however, it is. If it is, you go to the chosen association, and there will then be various tabs, perhaps with subtabs of their own, of course, as well. Those subtabs will lead to more information or potential options for you to consider and all, for that matter, just so you know.
The main tabs, at least in 22, for Associations are Association, Association Setup & Options, and Add / Remove Leagues. They each will allow you to see certain information, or do certain things, of course.
The first main tab Association has six subtabs, as follows:
Overview (shows all leagues in the association, with playoff history, if applicable)
Playoffs (shows playoff tree, and perhaps championship brackets as more time passes for every year)
Batting Leaders (for the current season only, I believe)
Pitching Leaders (for the current season only, I believe)
Fielding Leaders (for the current season only, I believe)
Sortable Stats (players list, at least, I believe, for all players currently on member teams part of the relevant organization)
You can set up the relevant Association's standard rules and all by going through the second main tab. In the top right corner at the same level as the main tabs, under the second tab, you can select a certain Association you want to work with, delete a certain association, or create a new association.
The third main tab for Associations lets you set which leagues are part of the currently-relevant association, either by adding them or removing them, it seems. In your case, when the proper time comes, and you create the appropriate association, you can choose which leagues to add to it, or remove from it, as you like and can. For you it would be the IPA and MLB, at least, you know, jg2977, if not other leagues as well. Once you have at least two leagues in the relevant Association, you can then set up playoffs between them as you like and can.
I would recommend that only league champions should be able to advance to the Association's playoffs, of course, for simplicity's sake, at least. Of course, the more leagues you add to the Association, the more rounds you will have to add, and the shorter the resulting playoff series would have to be, most likely.
As for adding new nations to your game world for any of your dynasties, you'd have to go through Game/Explore World, at least. Then you'd have to click on a nation, say Australia, for instance, before going to the Nation Editor tab. IF you wanted to create another nation, you'd then click on Add a new nation.
That would then likely send you to another screen, where you could then input certain nation-related details, such as the cities and areas, for instance, then present for that particular nation. You could then also set ethnicity/language/name origins then as desired and as possible, adding certain languages/name origins to the applicable nation through the Add a language option, until you are sufficiently satisfied with the number of languages present for the nation in question. If you have created flags appropriately sized (roughly 70 pixels by 47 pixels) with the appropriate designations listed for them in their respective nation profiles, the next time you load the relevant dynasty, they should appear on the appropriate nations' lines under the applicable tab for Explore World, I think.
