It's not a new thing. This has always happened in some cases when using certain roster limits. It's an extremely complicated area of the code.

This is why in the settings we specifically state not to set the limits at the lowest level below 35 as that's certain to cause issues.

A 35 player limit at the lowest levels, as the lowest possible recommended limit, should possibly be ok in theory, but that's still right up against the point where it can cause the AI issues.

On its own it might be ok, but especially if you couple this with other limits at higher levels, it's still likely to cause some issues. The more players you have feeding into the league as well, the more the more strict limits can create problems.

I would suggest testing a little with a limit more like 45 might help a little, if you still want there to be some limits but also leave enough leeway to give the AI a little more flexibility.

If you happen to have a copy of the save from before the AI released him for the first time, if you could upload that or post a link to it, we could take a look and see why that might be happening and we might have some more suggestions after that.
