In the league settings, there's a function for adding an Arizona Fall League which will set up the basic options. I believe in the setup you should have the option to affiliate it with all your major leagues. If not you can do that after creating it, and then there's a button to coordinate which teams get placed together (or an option to have them get re-assigned randomly, I believe).
You can always add that and then change the general league and teams as you see fit if you want to move it from Arizona to somewhere slightly more habitable for humans like Australia or Tatooine.
