Player Velo is still dramatically reduced compared to modern major leagues. The issue is due to modifications of player velo growth rates that have not be accounted for by the player creation algorithm. Players now have extremely warped velo at the final result depending on what age they were generated. For international players no player in any sim I have done has reached above 97 MPH of velo. This bug was introduced in one of the last patches and has not been fixed.
For the below table DOM is all international players. USA is all draft players but the draft was restricted to college only. JPN is all international free agency generated players (the adult not 15 year olds). I simulated 25 years into the future and exported the current velos of all players.

This is at all default settings other then the draft having been modified to be all college instead of highschool and college. Even with the dramatic increase in player age at generation time this is extremely far off from modern major leagues in totals. It generates under half the number of players throwing 95+. This causes serious issues with reliever vs starter tallent as velo isn't equivalent for both groups. Also it creates a large tallent rift between players generated at 15 vs 20.
Also currently the game defaults to normal as the default pitcher stamina. That would be fine except all historical groups are not based around modern day being normal. (I am fairly certain it's supposed to be low or very low). I am not sure if this change was intentional or a bug there is no comment that it was intended. Based on the current historical modifiers it should be very low but that seems to create far too few innings pitched. Not sure if that is intended or not.
