Yes, this appears to be right. I was confused because I use a 2-8 ratings scale. A player with a 1-200 movement score of 117 got rated a 6/8. I seem to remember that in older versions of the game 117/200 put a guy at 5/8, so that confused me. I didn't know that that had changed a bit.
