I think the weather effects are baked in elsewhere in the engine, not into the HR factors. So a park with a factor of .97 in Miami will play differently (slightly) than one with .97 in Denver. Obviously if you want Mile High Stadium style games you have to adjust the park factors, as the weather differences are not a big deal.


Also, maybe more obviously, it affects rain and rain delays/rainouts.
