1) Redownload the world_default.xml and names.xml file from above
2) Delete the world_default.xml & names.xml files in your OOTP "database" directory. To find them, open the game to go settings menu (on the bottom before you load a game) and hit the troubleshooting tab. Then click open folder containing customizable data
3) Move the newly downloaded world_default.xml & names.xml file into the database folder.
4) Open the game and try to start a new league. Assuming it loads, you'll see that it worked. Cancel your new league and head back to the main menu.
5) Open your league, go to league settings menu, database tab and then reimport world database and then the name & ethnicity database.
6) Should work.
