I get your point, but as a guy who made Perfect a handful of times in '22, there often isn't much difference between the team that does and doesn't. It's usually clear who can and cannot compete on a consistent basis; beyond that, there's a lot of variance. Last year, I made the gold postseason 21 times before winning it. I was probably the best team in my league 25-30% of the time. This year, I won it in my first and only appearance.
Winning diamond does require some degree of luck to be the ONE team promoted. I'd say if you're being demoted or never making the postseason over a long period of seasons that you have plenty to work on.
(I guess it could be argued I needed to work on micromanaging my postseason rosters.)
That said, the "plenty" I'm working on this week was adjusting my park factors to mirror the team that isn't changing. So far, the results are promising, but the sample is a single series.
