This is so confusing, I don't know what's happening. I checked the correct boxes to create an online league (at the beginning and for the main playable league)

I went through the creation process twice spending hours creating leagues and teams and when I finish it, nothing comes up about creating a Comissioner account like in the manual, it just looks like a regular game??

What am I doing wrong??? I can't even tell if the manual is up to date. We've been trying to start this league for over a month now and it just won't work. Someone pleeeeease help me out
