It's around 10PM EST, I believe. Save your packs until 10:30PM to be safe.
But that is incorrect about the Limited Edition cards. I have pulled 3 Limited Edition cards (all 3 gold and silver) and all 3 were at least 3 days after they were released, one almost a week. So the Limited Editions do not disappear during the first wave of packs or anything like that. I don't know, but I assume there are still Limited Editions out there for a lot of the cards - I could be wrong about that, but they definitely last for several days at a minimum.
