If you ask your player development staff....er, scout....to grade the player at a position he's already played, a brand new report seems a waste of time and resources. (Notwithstanding his low, average, high, etc. report status of course) That data/feedback should be readily available.
Now, if you are asking the player development staff....sorry, the scout....to evaluate a player at a brand new position, through training and repitition....well that should take a couple weeks at least just to get a 'first impression' report. But that element doesn't exisit in OOTP anyway, so....well, never mind.

This may be true, but it also switches automatically if you switch the player's position to one he HASN'T played before. It's just gamey. There are so many better ways scouting could work, but the developers usually opt for what's easiest rather than what is engaging or realistic.
