I'm in a custom game and I have a few side leagues, all with no salary caps, that are independent of the main league. Oddly, teams in 3 of the 4 leagues barely use any part of their budgets while the teams in the 4th, which was introduced a few seasons into the save, are using more than their budgets. That 4th league is also lower level than all of the others. Is this normal?
