What do you mean by "obviously not working correctly"? I have noticed that it doesn't total to zero and most catcher are a run or two negative value. I'm seeing results similar to MathBandit with the top catchers in the 8-10 positive run range and about 15 catcher with positive FRM overall. There are about 5-10 catchers with negative FRM over 10 and the majority of catchers in the negative 1-4 FRM range.
It seems like it should be netting out to zero (or close to it) across the league. I checked the 2021 Fangraphs FRM values to make sure I understand it correctly and all catchers netted out to -0.7 FRM runs in 2021. So it does appear that the calculations are off and should be netting to zero and at least in my league the total is about -100 FRM.
No individual player looks egregious, but the relative scarcity of positive FRM catchers is causing an imbalance. Even if teams are playing poor framers, the league total should still be close to 0 since it is a relative stat.
