Steps to reproduce: Create a fictional game. Set a region for the league. Inspect the home towns of the fictional players generated in the league.
Expected behavior: Players will be from various cities in their home countries.
Observed behavior: Every player from a given country will be from the same city, or nearly so. Often it will be a relatively small and unimportant city that would not likely generate so many ballplayers.

Something about setting a region for a fictional game is screwing up the city of birth generation.
