Unfortunately I don't think it is as much a solution as it is the fact that for some reason loading a template when making a custom game makes the game load in the current world and name file that you are using. After you make your game world and load in, while the namesets in the editor actually show, you have to re import the names database anyway otherwise its still out of whack but after which it works. I am on my phone at the moment but I could post pictures showing what I have done later.
What I will say is its more of a "workaround" more than a solution of any real kind.
