Included in that Mediafire folder are some unassigned pants. I normally use those as templates. I don't know what graphics program you use, but with my free GIMP I basically change colors, clear sections to fill with something else, and other simple graphic tasks like copy and paste.
Take for example pant_home_bln.png and pant_away_bln.png. These are your basic unstriped home whitish pants and away grayish pants. You need to keep the black section at the bottom as is to blend in with my black shoes on the existing player model. Above that are four kind of ovalish whitish sections that you also need to keep as they represent the sections of white sanitary socks that will show up on the player model. The section above the ovalish with parts extending to the black are the stockings with stirrups. The "template" shows white/white but you need to replace that with the team stockings color. If they have stripes in their stockings you will place a new colored rectange of the desired stripe color completely across the horizontal (assuming horizontal stripes are desired) within the stockings section. Adjust the width of these stripes according to your desired historical look. In the case of my Athletics 1955 I had to make a good number of stripes within the stockings section. The top section is the pants proper and it can be lengthened down if you feel that my old style pants don't drop below the knee far enough (lengthening the pants will show less stockings). Some of the teams in the 1980s had players wearing their pants semi-long with only the stirrups showing of the stockings proper.
You can also find some blank pants for one stripe, quite a few stripes, and lots of stripes. You might have to change colors of the stripes section which can take some time. I had to zoom GIMP to 400% to manually replace some thin stripe colors to what I wanted.
