you will need to edit the world_default.xml file and find the area with the US, which is NATION id="206". This is a big file of text. On my edited file, the US is on line 84,361 in my text editor. You can edit the Second Nations here to which uses the Nations numbers. The ETHN_PCT uses etid numbers which at the beginning of the file. If you want more caucasians, you would want to change the ETHN_PCT for etid="0".
