I selected the A's and I also previously selected the Cubs.

Only 7 minor league player exist for the A's
Only 6 for the Cubs

To have real minor leaguers you need to check the box right under import complete history to 1969. The one that says import real Negro Leagues and minors. Otherwise you only get players who played in MLB in 1969 so you will max out somewhere between 30-40 players per organization.
