It really depends if allow incomplete minors or not. If I don't anyone 28 or more doesn't get offered. I keep fodder to make sure I have complete rosters. Yes that means I sometimes end up cutting players I gave minor league extensions to.

It also depends on settings if I let the AI manage my minors and sign free agents I will just let them go if they aren't at least average to slightly below average prospects. In 40/80 I might keep someone as low as 40 if they are potentially a utility player.

Again that is making a lot of assumptions.
1. No allowing ghost players
2. Managing minor league promotions and signing minor league players as needed instead of the AI doing it.
3. Playing on high realistic modern day injury settings.

Sometimes I even think of 3 as being injury list manager instead of GM but I like it. I always need a bunch of fodder to keep enough minor league agents. So it allows me to keep the rookie league and DSL overfilled until the draft or I need them as promotions and injuries roll down hill as players are needed.

Honestly if I let the AI handle minors and sign FAs as needed I would only keep a guy if he looks like he has a chance to the major league teams and not extend a single scrub while my assistant or minor league managers fix the problem if my players in the minors get short at any level. Which would I rarely extend because if someone is FA eligible and not on the 40 man it is rare they are a real prospect. If have people blocked I trade them for something. You have a rare player that is FA eligible but not AAA eligible yet that is worth extending but I find this very rare. It is a 5 or 6 year path to the 40 man or I trade you while I can get something for you.

The way I play I keep almost everything I can because injuries are such a PITA especially with pitchers but if you play differently you have the luxury to just extend the rare prospect you think might make the 40 man but isn't ready yet when he is eligible for FA.
