Does this mean it won't work on an existing save?
In my save, I had to manually click on the Iron Curtain rule to remove it as it was still on in 1989-1990 season. All the USSR/Czech players were free agents but no team signed them. Same thing happened in the 1990-1991 season (they were removed from the Free Agent pool on Sept 1st of each year).
As a side, looking at the European leagues, I have 2 Czech teams, 6 Soviet Union, and 2 Yugoslavia. I'm not sure if that's right or a bug?

See my response in the bug report forum, but re: the leagues, yes, that's correct - e.g. the "extra" Soviet leagues will become Ukraine, Latvia, etc. when the USSR breaks up.
