I would say it's more that the target is technically when they stop developing or start aging, and the speed is then how fast they go. So an aging target of "older" means they should stick around at their peak for an extra year or two.
There is a slight correlation between them, in that if you have the developing target set to older, players will develop a little slower than otherwise, so that it does somewhat space out the development in those years. So yes, you can somewhat tweak the 2 to counter each other if you want, but it's mostly about giving an extra axis to play with.
