Just to confirm....

I've been playing OOTP5 for many long months with sound without problem. I just installed Tiger Woods Golf 2004 and part of that install forces an update to Direct X 9.0. After that, OOTP5 sounds refused to work.

The contention that drivers are at fault is simply (or mostly) not true since the Tiger Woods sounds (and just about everything else I've tried) work fine.

It looks like OOTP might have a little issue with the latest sound API? Pity really because the sounds really do add a lot to the game...once you've heard them it's kind of hard to go back to playing without.
