Expansion Team Monthly Budget in september

First off, the new Budget Control is an awesome feature! But I think it needs some tweaks before it works flawless.

I just encountered a problem that I believe is worth looking in to.

I expanded the NHL with 2 new teams, Atlanta Thrashers and Quebec Nordiques. I'm in control of Atlanta.

I drafted a cheap, but competitive team in the Expansion Draft. I've set the Salary Cap to 80,000,000 and the Salary Floor to 60,000,000.
Atlanta Player Payroll: 72,8 million.
Quebec Player Payroll: 113,4 million (and they look way worse than my team, which has to be considered an issue with the AI drafting in the Expansion Draft)

Starting budget for expansion teams are 0 points, which seems somewhat realistic I think.

Simulating to 1st of august. Monthly budget no problem.

Simulating to 1st of september. Monthly budget is a mess.

Atlanta:
Starting Points: 6,5
Ending Points: minus 4,5

And all my options are at zero in the monthly budget.

You don't get any game revenue that early in the season, but you have player expenses. This is a minus month. But starting at 0 points, this is a tough nut to crack. My team is cheap, but I still have to reduce my Player Payroll.

Doing som Roster magic (basically having my opening night roster of 23 players already september 1st), I'm being close to the Salary Floor but will have the Ending Points at minus 0,0. So it is doable.

Having a look at Quebecs budget...
Starting Points: 27,2
Ending Points: minus 38,0

They have to trade like half of their salary TODAY, to not break the budget.

Simulating 1 day, and they didn't! Their Starting Points is now minus 38,0.

Human GMs has to be on positive numbers in the budget. AI could go minus. It shouldn't be like that.

And why did the AI have the Nordiques draft a team that is 33 million above the salary cap? That's like 41% above the cap.
