It seems to me with your restrictions it would be impossible to do more than one? Or you change roster sizes down throughout all levels. One orginization needs 25mlb AAA 27, AA28 R 30. Let's say 100 players for each expansion team, without fictional players how are you going to get those additional players? Unless you use the free agents no one wants.
By fictional players I mean the extra players the AI creates to keep rosters stocked (amateur draft) I started out with a real-life league but after 13 seasons most players in my league are fictional. Ghost players do not matter, they are only used to fill spots on minor league teams, they won't show up on the roster or in any reports.
