I don't play fictional. I don't know if the talent distribution of fictional players matches that of real life players.
With real life players I'd be looking to upgrade any RPs at less than 3 stars unless the individual ratings indicated they were a very high 2.5 stars. If I had a pen of 3 star pitchers with a 3.5 or 4 in the mix I wouldn't be thinking of making any changes after only 36 games.
