I've certainly never found where that option is; it doesn't seem to be in the Roster Rules section where I would think to look for it.
As for it being "obvious", I can see letting people pick (as OOTP lets you pick a lot of things), but I would think the "obvious" setting would be to default to the real MLB rule and let people change if they want to.
