I looked into this. This was a challenge. There are a few things I want to pinpoint.
SL2 is not really a big deal except when there is IL (Inter League). SL2 is 16 teams and SL1 is 14. So when there is IL, there are 2 teams of SL2 that need to play together. It is pretty much Intra-Divisional.
SL1 is pretty much heavy divisional, except the 4-team division, which play almost the same number of games against all other teams of SL1. I don't think I could do otherwise. In the 5-team division, there is always a team that can't play Intra-Division while the other 4 team do. Because of that 1 team of the 5-team division plays less Intra-Division and more games against 1 team of the other 5-Team division.
To make the schedule with IL, I had to make one with none.
Along with the schedule, I am including the matrix of the schedule.

30 team schedule, 162 games
Designed for the following configuration:
2 subleagues
SL1, 3 divisions with 5,4 and 5 teams
SL2, 4 divisions with 4 teams
SL1
5-team divisions
24 (12H/12A) or 18 (9H/9A) games against other 4 teams in the division
6 (3H/3A) or 8 (4H/4A) games against teams of the other 5-team division
Except for 1 team that play 12 (6H/6A) games against one other team
12 (6H/6A) games against teams of the 4-team division
SL1
4-team divisions
14 (7H/7A) games against other 3 teams in the division
12 (6H/6A) games against teams of the 5-team divisions
SL2
4-team divisions
26 (13H/13A) or 20 (10H/10A) games against other 3 teams in the division

No cases of more than 13 straight days without a offday
No homestands or roadtrips longer than 10 games
Game times set at 7:05pm 1:05pm 2:05 pm, 4:05pm, Sunday games at 1:05pm
Season begins last Thursday on or after March 28
Season thus ends late September-early October
