The guys you're mentioning - Fedorov, Juneau, Konstantinov, Nemchinov - all begin a game started in 1989 on non-NHL teams, but with their NHL rights set. Other teams can't sign them, only the team that own their rights. Depending on the player, it may take a couple of seasons before they get signed.

Then something still seems off as I was able to sign Mogilny, Gusarov, Irbe, Reichel and Lang in 89/90. It's as if the rights weren't applying if an offer was made by a human team.
