It's just a matter of different leagues getting added at different times, the default settings for different leagues being different when some leagues got added etc.
For stuff like this, it's really not a big deal in terms of how the leagues end up playing out, so we never really took the time to go through and made sure everything was the same for all the different leagues for some of the less important stuff.
I did go through and fix some of this up now to make things a bit more standardized. Same with the 'owner decides budget' settings you mentioned elsewhere.
