Yes, in some cases (but possibly not yours) That's about my reward rate in those two, and I do not consider myself a particularly skilled player. It's half that with bronze if I'm lucky. The reason is that it is simply much easier to establish what the best cards are in silver and gold. There are fewer of them, the movement vs contact relation becomes more dominant and the limited number of 'uber' cards (usually tourney rewards only) are easily identified - usually by the guy who beats you having them. You just have to pay if not lucky enough to win them, which can get expensive. If bronze works for you though, probably best to stick there. Gold tourneys particularly take a while to fill, especially outside US prime time.
I've tried both diamond levels but although some rewards are higher (10 goes to 15 for example), there are few not capped and they seem to take forever to fill. Considering getting the best cards is very expensive as well, I abandoned both.
P.S. I opened a ten pack tourney win today. Number of duplicates, 59. Cards not already held, one (no value). Total sale value of proceeds, including a few stragglers, about 3.5k. Makes you wonder if it's worth worrying about
