Yes it would.
If you've ever looked at the fighter records under Default Data you'll see that the file names are three numbers, such as 16355_1946_1953. The first number is the External ID. The Rating Records have file names that are two numbers, such as 16355_194601. Again, the first number is the External ID. That's how the game knows which Rating Record(s) go with which fighter.
The other numbers in the fighter record name are the start and end year of their career. The other number in the Rating Record name is the "valid as of" date.
