Just tested and I'm not seeing what you are seeing.
I put your file in my fg_files folder and started OOTP and the file stays the same and is not reverted in any way. I then loaded up jose ramirez face in the game and reloaded it and it is still the same as your latest version
so, not sure what is going on with your game
